What is the "Rank of Language" based on?

What is the "Rank of Language" based on?

In the Statistics page of Project Euler, there's a rank for programming languge. It is not ranked by number of users or average rating, and it is not the product of these two (which makes some sense). I am curious what is the base of the ranking? e.g. why is JPL in front of Python, but behind Mathematica?
