Just now the "Solved By" of Problem 287 shows "15" even after refresh but when I press it to see the fastest solvers there are "18" fastest solvers...
Is this a bug?

No. The fastest solvers table is "live" in the sense that it gets updated as soon as another solution is accepted.
On the other hand, the problems table is updated every hour (at the top right of the table, it shows the time of the next update). For problem #287, it shows "Solved By 15", because that's exactly the number of correct solutions when it was last updated (i.e. 1 hour after the problem became available).
Your browser's "refresh" action simply reads again the table from the server; it does not cause the server to refresh its tables.
