I know posting solutions to PE problems other than the first 100 problems is strictly prohibited.

If I write a math paper based on some PE problems, it will be very likely to mention solutions to those problems in the paper. I will need to cite the PE problem.

What is the policy of PE in this regard?

For what purpose? PE problems are not open questions, by definition, and the ones which are near the frontier of research are broadly speaking the ones inspired by a recently published research paper.

Well, I can definitely see a case where a PE problem inspired somebody to think of a more general/harder version, which may be paper-worthy. Though if a paper in question would only solve exactly the PE problem and nothing more, then yeah, it would be questionable (but I don't think it was the intention)

Maybe I'm wrong, but some are problems involving computation up until a threshold and not always based on existing research.
One can graph and get a predicted O(n) growth rate of the function, prove it and publish.
