"Forum rules" section

This new section is a bit annoying. Can it be shown either only when the user is signed on to the forum or better yet, only on the page where a forum post is created?
Alas no.
However, recently about once every two days someone dropped in and posted a solution or a spoiler, obviously not reading the sticky topics. As I'm primarily concerned with problem design and maintenance of the content of the main site and not with members that think it a good idea to post probable spoilers I decided I can use my time better than moderate the Project Euler Problems part of this forum.
So you have to live with it from now on.
