The example uses 91. 913 = 753571. Why isn't 2 in the possible values? 753571 mod 2 is obviously 1.

I'm missing something obvious, right? :?

You are. :P

It'd be 2^3 mod 91 = 1, if two were in the answer.

You see for the values the problem gives you, (eg 16), 16^3 = 4096, and 4096 mod 91 = 1.
