Is fair to publish the sourcecode of a solution?

Hello.
A newbie question.
Is there a rule that forbids to publish (on a blog/website) the source code I'd write to solve a given problem?

It is strongly discouraged.
If the solutions to the problems were generally published there wouldn't be much solving left for those after you, wouldn't there?
So make up your mind: do you really want to spoil the problems for those after you?

I've sent an e-mail to that website, asked them to remove it, but they didn't reply.
And now I find the reason why no one has ever downloaded it: it cost 10 RMB.
Is it legal to sell those source code?
