To confirm, the following numbers are all both increasing and decreasing and therefore are not bouncy, correct?

1,2,3,4,5,6,7,8,9,11,22,33,44,55,66,77,88,99,111,222,333,444,555,666,777,888,999, etc

Yes - bouncing is stated clearly as neither increasing nor decreasing.
