Mishandling of ties in fastest solvers list

I hadn't seen any users tie before, and was quite surprised when it happened to me on the most recent problem, 622. Then I noticed something funny -- if you keep refreshing the fastest solvers page as more people solve, you will see the two tied users changing places frequently! While the difference between 17th and 18th seems neglible to me for this problem, I think it's nevertheless undesirable behavior, and would seem more serious if two people ever happened to tie for 1st place.

I suggest either (1) count it as a tie, i.e. in this case x22 and I both get 17th place, and 18th place is skipped, or (2) keep track of tiebreaking criteria, so that the places can't change.

(I left a similar comment in the problem solution thread, and can delete that one if people think it's the wrong place to air such concerns.)
