Inverse RSA

Hi I have a following problem. I need cryptographic algorithm,
that allows everyone to decrypt the encrypted text, but only
owner of private key should be able to encrypt it.

Can it be done using RSA algorythm, using private RSA key to
encrypt, and public key to decrypt?

Yes, this is a straightforward use of RSA, similar to signing, except that recipients must have the public key to read the message. It proves that the message came from the owner of the key.

With modern signing, only a hash of the message text is encrypted. That way, recipients who do not know the author's public key can still read it.
