I did get it right, but not because I figured out the boat-thing. But I calculated; 1cm per 20 minutes = 3cm per hour. 3 hours of rising water then makes it a 9cm rise in total. And since they were 12cm apart, it wouldn't be enough to cover the next rung. So yeah, I was smart but not clever enough!...
