I think you are thinking under wrong assumptions here. You know nothing about the fuses/batteries initially. I imagine Project Euler as a journey. You have a series of challenging problems from various topics and you try to solve as many of them as possible. Wau! This looks great.
Testes this a bit on mobile and it seems to work well. Intentionally left the page on few different problem threads and when I revisit the page and I can recover what I had previously written there.

Another solution might be running a bit of javascript behind and saving your post content into local storage every few seconds.

What HK said and I would add that between the 3 examples you gave, the first two are completely fine while the 3rd one, spoils the problem.

I don't find the rule ambigous at all. You are not allowed to post solutions outside PE. What is the reason that you must share the code on external webpage and then promote it in the solution threads?

They are given as rows. So the first row in the text file is the first row of the matrix and so on.

It's a pointless debate really. But I will point out a few spots which I do find aggresive and that I wouldn't use if I just wanted to make a suggestion. ... But the difficulty might still change after those 100 solvers right? I believe that the difficulty of problem 541 went up from 85 to 90 some time after I managed to solve it.
