I'm wondering, how is the rank determined in the Programming Languages section?

As a language should be ranked by a combination of how well it performs (measured by average user rating) and its popularity (number of users) I came up with the formula: (Average User Rating)*log(Number of Users).

That sounds sensible.

How well a language performs says more about the users than about the language itself I think. For example, Fortran users are probably a bit older (no harm intended ) and thus have less time available to solve the problems. Whereas mathematica and maple is used by students mainly and I, for one, have nearly all day to solve problems

Or much more time...if that bit is not so tiny.
One of the very nice things of Project Euler is that the members range from 18- to 80+
